Objective:

To provide strategic direction and coordination of the Blue Economy implementation.

Functions:

The Unit wil perform the following activities: -

i). Co-ordinate, develop, review, monitor and evaluate Policy, Act, Regulations,

Guidelines, Programmes, Projects, Strategies and Institutional Framework for the Blue Economy.

ii). Co-ordinate the implementation of blue economy policy and its strategy.

iii). Develop and implement institutional capacity building programmes in the blue

economy.

iv). Promote private sector engagement and partnerships to facilitate increase of local participation and investment ni the blue economy.

v). Coordinate international partnerships and agreements ni the field of the Blue Economy.

vi). Promote research and innovation and technology transfer to facilitate sustainable transformation and diversification of the blue economy.

vii). Develop and manage information sharing mechanism and development of

blue economy agenda in the country.

viii). Develop strategies and programs for blue economy management.

ix). Prepare the implementation reports on National Blue Economy Policy and Its Strategy.

x). Coordinate provision of public awareness on Blue Economy issues and its

impact to the public.

xi). Monitor and evaluate implementation of blue economy activities in sector ministries.

This Unit is composed of two (2) Schedules as follows:

(i). Blue Economy Development Schedule and

(ii). Sector Coordination Schedule

Blue Economy Development Schedule

This Schedule wil perform the following activities: -

i). Co-ordinate, develop, review, monitor and evaluate Policy, Act, Regulations,

Guidelines, Programmes, Projects, Strategies and Institutional Framework for the Blue Economy.

ii). Coordinate the development of Blue Economy agenda in the country.

iii)). Solicit funds from Partners for the implementation of Blue Economy

interventions in sectors.

iv). Coordinate international partnerships and agreements in the field of the Blue

Economy.

v). Promote research and innovation and technology transfer to facilitate

sustainable transformation and diversification of the blue economy.

vi). Coordinate formulation of regulations and guidelines on Blue Economy

development.

vii). Prepare the implementation reports on National Blue Economy Policy and Its

Strategy.

viii. Develop and implement Marine Spatial Plan.

This Schedule wil be led by a Senior/Principal Officer

Blue Economy Coordination Schedule

This Schedule will perform the following activities: -

i). Develop and manage information sharing mechanism for Blue Economy activities within the country.

ii). Monitor and evaluate implementation of blue economy activities ni sector ministries.

iii). Prepare the implementation reports on National Blue Economy Policy and Its Strategy.

iv). Prepare and monitor training needs assessment for sector's capacity building.

v). Coordinate the Blue Economy activities and programmes implemented by MDAs, private sectors and other stakeholders.

vi). Coordinate provision of public awareness on Blue Economy issues and its impact to the public.

vii). Coordinate statistical information on the blue economy.
